This contract was officialy assigned to be awarded and executed by two foreign contractors at the tune of (US$105.500.000.00), but in the caurse of my negotiation, i bergain with only one foreign  contractor, in Bulgarian firm which now executed the contract at the cost of (US$80.000.000.00).Thusleaving the remain-g ((US$25.5MILLION)floating in the escrow account of the
(C.B.N) to the benefits of we the three members of the contract award panel unknown to the contractor and any other person in my ministry. This contract as been sartisfactory executed, inspected and commission,and the Bulgarian firm is presantly securing his payment from my ministry. It is however to this effect that I seek your maximum assistance and approval to present your company name along side the Bulgarian contractor as the second foreign contractor to enable me transfer the diffrence (US$25.5MILLION) into your account for furtherinvestment. On actualization of the transaction, the funds will be shared thu: 1. 35% of the money goes to you for acting as the beneficiary of the funds.2. 5% for the reimbusment to both parties for incidenctal expenses that may incurred in the course of the transaction for insurance, phone bills,documentation e.t.c. 3. 60% to we the three members of the contract award panel. All logistic are in place and all modalities worked out for the smooth actualization of the transaction and to effectively and officialy get this funds transferred into your personal or company`s account within fourteen working days of commencement, we will please require you to provide us with your privatetelephone and fax numbers.
Also,if you opt for electronics transfer only other than payment by solar bank draft or cash call programme, then your bank account particulars. the above information will enable me forward to you
all necessary registration and transfer details/ >information and document also to make the application and lodge claims to the concerned ministries in favorof your company or name. We must get this fonds into your account within the stipulated time as we cannot affored to waste much time this strictly risk free transaction, we need to comply with the present democratic government in Nigeria that as instructed us to pay immidiatly
